If you’re performing cargo transfer, you’ll need Average Most Probably Discharge (AMPD) coverage, per your Vessel Response Plan (VRP). If you don’t have it, you can meet this requirement by contracting with a US Coast Guard Approved Oil Spill Removal Organization (OSRO). SR&R is the only active OSRO in the Port of Wilmington with resources stationed and ready.
